I'm putting my car back together (again), but I can't remember whether rubber grommets go between the inner fender and the blower brackets, or just between the brackets and the blower itself. When I put grommets between the brackets and the body/inner fender, the blower outlet doesn't match up to the heater box inlet, so I suppose they shouldn't be there. Anyone know?

I just had the bolt, flat washer, and rubber washer in that order on top of the blower brackets on mine. Don't know if that was correct of not, but it lined up well.

I don't think that bottom rubber washer goes on there like that.
 
those grommets are supposed to be for noise isolation. Did they have a lip on them to isolate the bolt from the bracket? Do you have a similar one on the rear support?
 
From an internet search I could only find images that show the rubber mounts on the heater blower to bracket, not bracket to car.

Thanks guys. It's weird, because there are no good photos on the internet of the bracket to body, and the diagrams on VB and Moss don't help. The old grommets had paint on them that suggested they were mounted this way, but it could be the previous owner installed them incorrectly. Old photos of my car show poor alignment of the blower and box as well.
On the other hand, the holes in the bracket at the body attachment are oversized and allow the grommets to fit, these holes are larger than what would be needed for just the 1/4-28 bolt diameter. The rear support is different and the hole is smaller, too small to get the grommet in.
So, I still don't know...

Pic 3 seems to show the bracket mounted without grommets at the body attachment, but it looks like there may be a rubber washer or something there rather than the thick grommets. Something must fill that extra large caliber mounting bracket hole.
 
As I happen to have a Bugeye scattered on my shelves I figured I could grab a couple pics. On my car, there are some rubber grommets on both sides of the bracket that mounts to the car -- but each side is very thin. It looks like a single piece that fits into the mounting hole.

I have no idea if this is original -- Penny was restored to some extent in the early 1980s in the UK, no idea what was really done or how much is still as original.

Great Pics Drew. I suspect that is what I need and may be original. Those thinner grommets would fill the large mounting holes without raising the bracket so high off the inner fender. None of the vendors carry or even show these particular grommets. Maybe I can find something at the hardware store, or shave down the thick grommets I've got.

I feel like I'm following your lead, after the bugeye gets back together, I've got a 73 TR-6 up next to restore!
 
How about a piece of bicycle inner tube underneath it all with sone sort of rubber washer to locate the motor in place.
 
A sheet of thin rubber, like a bike inner tube, would be a good idea. Stable base. Then a could rubber washers is easy enough.
