Generator? Brushes worn down to the nubs, a direct contact between copper wire in the brush and the commutator would cause grief to the regulator. The charge light will glow as well.
 
Sixty year old Lucas electrics? Also look for an open ground or short circuit. Was anything done recently prior to the issue developing? If someone not familiar with these little buggers isn't aware that they are positive ground vehicles perhaps a circuit was inadvertently reversed. Voltage regulator testing is reasonably simple with a decent volt - ohm meter and a good shop manual.
