TR2/3/3A Bringing. "parts car" into Canada from the States?

If I want to bring a parts car or dilapidated car that needs total restoration to Canada do I still have to have a title and bill of sale or is the bill of sale alone good enough? Along the same lines....if I purchase a parts car from someone, say in North Dakota ,does he have to have a title to sell it to me? If I purchase a parts car and need a title in order to bring it over the border how do I go about getting the title?
 
You can sell a car in the US without a title. You only need the title to register it to drive. Getting a replacement title depends on the state, but it is not a one day deal in any state.
 
The car I brought in from Canada required payment of an Import fee through customs. That was about $400 for a $16K car. When we went to the DMV it required a waiting period while they checked for any title issues in Canada and the USA>
