Brake Adjustment

Bugeye. Bleeding brakes. Finished right rear. Brakes haven't been working. Pulled hub to do visual and I get 10 clicks on adjuster. Put hub back on, get only two clicks, can't lock up hub. What's going on?
 
2. Pried up and down on shoes. Every thing moves in the backing plate; shoes, adjuster, cylinder, emergency brake linkage. Every thing floats. Is that what is allowing my adjuster to bind on the hub?
