Not sure which country this was filmed in but it looks dangerous. Freeboard on some of those boats is minimal.

Viet Nam - I have seen these before - oddly hypnotic to watch the videos
 
It always amazes me the causal disregard for personals safety and the way the boats are loaded to the point of almost sinking. Boating OSHA not a thing in Viet Nam?

Not even close! I saw a water buffalo standing in one of their smaller, two-man "sampan" boats along with a family of four. The "freeboard" about non-existent!
 
No wonder these guys were so tough to beat.

I know! OTOH not going to lie, there is something a bit idyllic as well (though maybe a bit more freeboard)
 
I expect these folks are getting paid per pound/ton/kilo of cargo, and therefore are loading as much cargo onboard as they possibly can to maximize their pay per trip. Its human nature to try to push the limit as hard as possible when money is involved, and without any form of safety regulations this is what happens. If you took away the weigh stations and restrictions for US truckers, you'd see trucks similarly (and unsafely) overloaded here.
