BN2 steering column parts assembly questions

okay... putting back together my steering column. Have a few questions:

1. regarding part #6 (o-ring), is there any special place they are supposed to go on the steering shaft, or are they just there as protection from rubbing the inside of the steering column?

2.where exactly is the felt bushing supposed to be placed? there is a metal ring about 6" down from the steering wheel splines on the shaft and a circumferential indentation in the steering column. is the felt gasket supposed to go between these two points?

3. the new felt bushing i got from moss is thicker than the old original one. (still usable, i have 2)is this just because it hasn't been compressed yet like the old ones?

4. the 6 washers that go onto the peg shaft are convexed, domed, however you want to describe them; anyway which way do they go one? do they need to be opposite of each other, or do they need to be all one way? does this make sense?
