I replaced all brake cylinders,hoses,lines and rebuilt master cylinder my problem is brakes pump up at bleeding but still pedal still goes to floor could be bad master cylinder? I checked and no leaks
 
If you pump the pedal will it eventually come up. If so the shoes will need to be adjusted. Or does the pedal get firm initially and then sink to the floor. If that is the case then yes the master cylinder is bypassing internally and need replacing.

I've ran into this lately on some VWs, appears that the bleeder holes in the cylinders are machined incorrectly(China stuff). I have had to unbolt the backing plate w/cylinder & shoes still attached, rotate the backing plate & crack the bleeder valve.It's amazing to watch the air bubbles come out(gravity bleed).This has worked many times even when pressure bleeding fails. cheers
