While checking he fuses as part of Sping Cleaning I discovered the upper fuse had blo;wn. The problem is that everything was working???? It is the upper fuse that is suppose to run the radio and horn (I think). But they work as does everything else. To me it means something is probably hooked up wrong allowing a bypass.
When looking at the wire diagrams, I assumed the fuse with the numbers 1 and 2 are the top fuse?

Hi TH, Based on your post that fuse could have been blown since day one. It supplies the horns and radio if fitted.. Consequently, because of their low duty cycle they could have been jumpered to the other fuse.----Keoke

I've actually had people put the fuse in between the two correct fuse holders thereby making all active, upon looking at the close proximity of all, its not hard to do, as it is a press fit that to the unitiated would seem correct!

Nope. I replaced the fuse box 7+ years ago. Only two fuses. One on top and one on bottom in the only place that holds fuses. I did install a radio last year with its own in line fuse and thought I had it wired properly (as per the wiring diagrams).

Hi Rich,
On your fuse block, is the purple wire on the fuse that is fed with the brown wire? Also, if you used the brown radio wire under the dash, that should be attached to the same side of the fuse as the main (feed) brown wire. In other words, the radio wire wouldn't be fused if you hadn't added one in-line.

Well TH if everything is working as you said. The only problem probably is that the horns are not fused. You are OK on the radio since you added an in line fuse. Never the less I would put a good fuse in place of the blown one just to make sure it did not blow. Also give the wiring at the fuse block a good look over.---Keoke
