I've seen many transmission covers since 1971 and they were all unpainted, "as supplied".

The transmission cover was not painted originaly.
However, a good coat of silver paint inside and out will add a bit of heat rejection to it and make cleaning it much easier. Along this same line others have encased the cover in a themal contolling material to reduce cockpit heat.--Fwiw-Keoke

Remember if you do cover the tunnel do not make the insulation very thick as you may have a devil of a time installing the console. On mine I put a layer of Dynamat and a layer of E guard. The two totaled about 3/16" thick and then add the carpet and the console just did fit. Have a good day!
