Where should the license plate (american) and lamp be mounted. On the back of the rear bumper there are two mount points approx 10" apart. Is this license plate mount?

Just the lamp attaches to the bumper. There's a license plate bracket that attaches to the shroud.

BTW, I have no idea what the four (4) holes you mention in your other thread are for; certainly aftermarket, not OE.
