Best Way to Clean Corrosion on Fuse Clips.

I am finding out that my electrical gremlins (1985 XJ6) are caused by bad connections at the fuse panel clips that hold the fuses. Wiggle a fuse, watch the fun and listen to the song of the relays clicking ... Lights on, off, on again, gauges, fans etc. What is the best way to restore a good clean connection? ( This goes for grounds too.) Don't say get a new fuse panel.

Try a Scotch-Brite green "scrubby-pad" with some CRC 2-26 then. On the fuse block contacts.
 
And clean the fuse tips...and re-tension the clips.....and pray....
 
I am thinking about rust remover on Q-tip. Is dielectric grease a good idea once it's a clean surface? Is a new fuse better than a clean old fuse?
