Austin Healey 100/6 vin plate and serial number question

I have a 1959 100/6, the factory vin plate shows a number of "BN4L-S/74978" there is another plate under the above plate stamped "serial number", with a number of 3653. The 3653 is positioned to hang underneath the BN4L plate showing the 3653 number. Does anyone else have this type plate number on their 100/6, and what is the number supposed to represent?
If it is a body or build number would a Heritage Certificate reflect this number along with the BN4L number?
Since my title for at least the last 35 years is showing a vin of 3653, not the BN4L number.

The serial number on the tag is a build sequence number from Abingdon, also known as an allocation number, according to "Original Austin-Healey." It is not the VIN. Seems it is unique to the BN4.

Thank you for that information and the photo, which is the same tag and placement that I have. I will attempt to find a copy of The Original Austin Healey, however Im sure that I will need to show sound documentation at the DMV, in order to get the vin number corrected. The Abingdon allocation number is it specific to the car that was being built, or a model/paint color/interior color ect. ??? Im sure I need to link it back to this specific car for the DMV, so is there any other books off hand that cover this number and what it means. Again many thanks to you both.
