TR2/3/3A Assistance with part identification for TR3

Hi, i recently took over the restoration of the TR3 my father was working on for the last several years. I was going through a box of parts and can not identify the following item. I did a quick look through the tech manual and didn't see it in any of the diagrams. Is anyone able to ID this part? A couple different views attached. Thanks.

I don't recall seeing that anywhere on my TR3. I don't think it's original to the car It looks homemade but I can't think what the function would be?
 
Thanks for the other replies. I'll keep it handy in case i find out what it is later on. Could also be a part to a Austin Healey Mk3 as he has one of those too.
 
It is an exact match for my Revington TR boot rack hold down.

That's it! I just looked at that model and the factory style Moss sells and both use these hold downs. Thanks. Now i just need to find the other half of the pair of them required.
