I think I'd start with some type solvent to get all the glue & loose paint/rust off before sanding...after the glue/rust is off, I'd try to 'trace' the number with a pencil & paper (remember how we found secret codes when we were kids?)...I'd only sand as a last resort.
...& if it turns out to be a '59 I'm gonna have to head your way with an empty trailer....it'd be a match for my '59 roadster!

The article also states: "This number is not stamped very deeply into the metal, and it is often obliterated by any attempt at cleaning off rust or glue during a process of repainting the frame in that area. It may even simply evaporate through the process of accumulating decades of light surface rust, so don't be concerned if you can't find it at all."
