I can think of about a dozen ways to do something like this. So can you--just drop the assumption that it is a deep pool of thin, homogeneous liquid. A corn starch solution might do this nicely. Or a tarp just under the surface.
 
My vote is for corn starch... there's enuff of th' stuff bein' produced lately! :devilgrin:
