Antisway bar locator bracket placement?

Ok, I said I wasn't going to put in an antisway bar, but I got a deal on some a-arm support gussets I couldn't refuse. Every thing is in place except for the locator brackets. Can someone tell me if the locator brackets go to the inside or outside of the rails? Thanks for your help.

There should be two 1/4 thick steel "pads" already welded to the bottom of the rails.
Holes are already threaded and spaced for the stock brackets.
 
Kevin, I think you are asking if the locating clamps on the sway go on the outside or the inside of the rubber supports?
Right? All of the diagrams that I looked at the metal clamps go on the outside of the rubber suports. In reality, it would work OK if they were inside also. either way will work, but the diagrams I looked at have them on the outside.
