TR6 Another electrical problem

On my 1974 TR6 when I start the car the instrument panel lights for the heater/fan controls come on. When the headlights are turned on the instrument panel lights for the heater/fan controls go off and all other instrument panels come on. How do I find the source of this problem?
 
I would be looking at how the heater/fan lights are grounded. Sounds like they aren't grounded as they should be, and instead are trying to ground through some path that leads to the ignition circuit.
