Funny...that ain't a dash cam. It's a hand-wound Super 8. Look at the stops in the film and time them...oops, drag it in, wind it up, start all over.
Speed of the film is all wrong. Either them Limeys are part of the Monty Python Department of Silly Walks, or the ssssssssssllllllllllllllllooooooooooowwwwwwwwwwwww gambits across the street and down the sidewalks is the result of film speed.
Nice voice-over sound track...including the BritMobile that just hums along with no clatter or gear changes.
