The phenomena you are discussing is one of the suburbs, not the city. I enjoy living in the center of Philadelphia for the same reasons some of you like the country. We don't have excessive enforcement of nuisance laws, but do have a hot line to report actual nuisances. In this part of the country we don't gate any but the most expensive communities. I see in other parts of the country many gated communities, especially in south Florida. Why is that? There are the same people to keep out everywhere. From what I see the security is actually pretty lax and a real criminal could get into any gated community he desired. Poor people are not as scary when you actually get to know them, personally I find the areas outside of the gated communities much more interesting. In my neighborhood the people watch out for each other, and come together when need be. Cops here don't mess around with little stuff, but come down like a load of bricks when they are needed.
