That's a distinct possibility. I'm sure if that was a factor the NTSB will say so when their investigation concludes. These kinds of accidents are often the result of a confluence of factors coming together in an event chain. Some of the links may be more pertinent to the cause, but any factor in the chain perhaps could have prevented the accident.Several commentators have noted the ATC did not give a clock position to the Blackhawk when asking if they saw the inbound plane. Maybe be cause they were being asked to do two jobs at the same time?

Watch this New Report from Fox 29 in Philly. Start watching from about 2:15. There is a clip that definitely looks like flames as the plane heads for the ground. EDIT: It is possible that it's just lights from the plane looking like flames due to the speed of the plane and the frame rate ofo the camera taking the picture.Thanks Bob.
