I've gone to the website it was pulled from and sniped that image but it's no better. Ran it thru all-sorts but a blob is still a blob... no defining it here. The resolution just ain't in the image. The architectural features of that building facade to the right, the "tilting" pole and the blown-out sign are better clues, methinks. Shell Oil is ubiquitous so no help. :shrug:
I would bet on Turkey!! It has their phonetic way of spelling!! Other examples of Turkish sign spelling...Polis...Taksi...etc. Last summer on vacation (island of Cyprus - Greek & Turkish)(I thought I took a picture of it but alas I cannot find it!) we saw this sign..."Sundy bich, dek chares and ubmerellas!!

Turkey is a very likely place for this one.
