AH3000 MKIII - Rear Brake Problem

Had the drums turned and replaced the shoes on the rear brakes. After re-assembly, bleeding, etc., the RH side is fine but on the LH side when the hub extension is bolted down the drum doesn't want to turn freely. It turns freely before the bolts are tightened, the problem happens when the bolts are snugged down or torqued to ~70ftlb - same behavior. The drum still turns by hand but it is tight, not rubbing on the pads (they are chalked) and I can't detect any obvious source of friction.

Anyone seen this before? Any ideas what could be going on here or thoughts on what to look at next?

Are the shoes/linings the proper width? (Really grabbing at straws here). How about the full adjustment procedure - not only the adjusters but the steady posts?
