Adjusting headlights on a BJ8

Had very bad light on my BJ8 when driving at night time. Decided to replace the sealed beam lights with H4 halogen. It didn't give the improvement I expected.

Checked the setting of the lamps and they were pointing 5-6% downwards even with the adjusting screw fully in.
Had to shim up both headlights with three washers on each lower screw to get them to around 1.5%.

Is that to be expected?

I had that problem once. It was bad body work.
