AC air filter tricks and maintenance

I took my AC air filter (for the SU carbs)apart too have it powder coated as part of my SP 250 restoration project. That mention taking the wire mesh fabric out (as well as the spiked band that keeps it in place).

Now I find I cand get the mesh back in, but having great difficulty with the spiked band that keeps it pushed towards the outside....any tricks?

Also, I know that the mesh is supposed to be coated in oil in order to work. Is that done before re installation or after?

I realize many change out the air filter to foam or K&N, but this car is to be kept original and will only be driven 1 or 2,000/yr.
