Absorption Cansiter

Does anyone know about the fitting a the bottom of the absorption canister? Is it a drain or should it be hooked up to something?
 
That thing stopped working years ago. Unless you've got to worry about local inspections and EPA testing most folks have removed this plumbing as well as smog pumps.
