TR6, with twin ear dizzy:

Should the timing be set with the air filters
on or off the carbs?

I set mine with the air filter box removed.
Open carb throats.

It doesn't matter if the air filters are on or off, BUT you want to set them with the idle as you would drive the car, so do it with them ON.

JMHO.
