It wouldn't be the grounds, because his 'flash to pass' works.
There are only three possibilities.
1. The light switch is bad.
2. The connector between the light switch and the dimmer switch is bad.
3. The dimmer switch is bad.
The blue wire from the light switch is the one that goes to the connector, and onto the dimmer switch. I would start out by checking for voltage on the blue wire at the dimmer switch. If you have voltage there, then check to see if you have any voltage coming out on the blue/red or the blue/white. The blue/red feeds the low beams, the blue/white feeds the high beams. Work the dimmer back and forth and see if things start to work. If not, then the dimmer switch is kaput.
If you don't have voltage at the blue wire at the dimmer switch, then back track up to the light switch and see where you're losing it. Remember, there is a connector along the way. If you have no voltage at the blue wire from the light switch, then the light switch is the problem.
The 'flash to pass' is on a different circuit even though the switch for that is in the light switch.
