A/C question, expert needed

O.K, I've got this 12000 BTU POC a/c that's brand new. it seems like it isn't blowing as cool as it should no mater day or night nor ambient temp. The line freezes up right after the orfice tubes (look to be two of 'em) to the evaporator when you first turn it on. It'll thaw out after a while (30sec to a minute). The evaporator sweats like it should and everything else seems fine, just doesn't blow as cool as it should. Does this sound like a low charge or par for the course for a newly made Chinese POC?
 
The key word there is "Chinese."
 
Take it back and get another one? You are not going to find a made in USA (I don't think) unit. Did you measure the temp. of the air coming out? that should tell the tale. I hope by responding I am not considered an "expert" ( I am not)
 
Everything i find says 20 below ambient all is good. Still gotta test. I once had a window unit that would hurt your if you put it against the vent it blew so cold.
 
Billy how cool is the air coming out? New A/Cs do not put out freezing cold air like older ones did. It is a combination of the new freon types used and the energy efficiency requirements. Basically larger temperature differences (colder) require more energy even for the same total thermal transfer load.
Once again what you need is 1. total heat removal (is it moving 12000 BTU) and 2. sufficient moisture removal. Since the evaporator is sweating, it is clearly cooler than room temp, finding out how many BTUs it is moving is a bit beyond what is possible without special testing equipment but does it cool the trailer?
