40 degrees of confusion

Well, the hubs I bought first off had the 12 tpi and
the current "dog ears" are 8 tpi. Crap. Sooooo...I
figured I'm in it now so I'll order some 12 tpi "dog ears".
$$$.
Today I went to remove the spacer from the wire hubs. No go.
There is a sleeve on both ends preventing the removal of the
spacer. Whaa? I tried drifting the sleeves out with the spacer.
No way.
Thankfully I could cancel the spinner order.
Now I had to buy new 8 tpi wire wheel hubs.
Sooo...now I'm waiting on new hubs AND rotors.
This is turning into a money pit mod.
LOL...I'm now taking bets on whether or not I wind up
buying new custom back spaced wheels from Hap.

Any thoughts on origins of these wire wheel hubs
with the sleeve?
FWIW: the bearing races ARE removed in the pic.
