1979 Air Cleaner

Hi.
I recently bought a 79' midget that has had the stock air cleaner replaced with a "oil soaked" after market one. I am getting a little nervouse about passing New Jersey emissions...anybody have have a clue how much this cleaner would effect the emissions? If so, would you reccomend a fuel additive to "fool" the test??
