Best to have the carb set up by a pro, as the wrong mixture will cause the exhaust manifold and cat converter to over heat and crack, etc.
Not a cheap job to replace all of that.

Not being familiar with the CA emissions "rules", I s'pose the manual choke would be considered a modification to the original equipment. Illogical (especially considering how few of these cars yet survive) but believable.

it would be good to figure out what the standards actually are. For instance, I run a Harley Davidson take off muffler on Ms Triss. It has a built in cat which I have not bothered to remove - it could be a very very cost effective alternative. Especially since I am not aware of anyone remaking the original smog gear.

The simple fact to all of this is to reg the car in a different state. California does not want old cars on “their” streets....have had it with the DMV here. They hold up a hoop and you jump through only to find another one.
Used a service on the last car...1949 MG TC that had been stored since 1961. Had the 61 pink and title, plates, etc. Still took over seven weeks for them to accept the paperwork!
