1977 MGB Hood Frame

I'm new to the MG world and need some advice regarding my hood frame. I've had the top up and down a number of times but it's stuck and I can't lower it. The frame is not rusted or broken in anyplace and can't figure out how to manipulate the frame to lower it. I've read past threads regarding the bar past the header with the small piece welded to it, so it doesn't move, but any position doesn't help. Scissor top.
