There is a flexible braided ground wire that connects both sides of the steering column in the area of the brake booster under your hood. Doubtful that this would be missing, could be broken. Also, there is a ground wire from your harness in the area of the rack and pinion box that affixes to the lube hole bolt in the top of the steering box. Check that as well. Does the horn honk with this rigged ground wire setup when you turn the wheel? Could be the innards of the horn mechanism. Do you have a wiring diagram and a Bentley manual? Need both.

I connected my jumper wire from the battery to the steering shaft near the brake booster and the horn honks with the steering wheel in any position. I did not see any braided ground wires, but the horn worked before I bought the car. The steering column does not protrude through the firewall, just the steering shaft. There is a harness ground wire attached near the rack mount also.
I'll have to check for that braided wire this afternoon. The horn contact in the steering wheel is new.
