TR2/3/3A 1960 TR3A seat tack strips

After several interuptions I'm back to working on my seats. I cut some Luan plywood strips about 1.5 ". I soaked one overnight put into the 2 by 6 wood jig that I cut out. I let it sit in the jig overnight. When I unclamped it the next morning it un-bent. It does have a slight bend to it, but certainly not the bend I built into the jig. What am I doing wrong?
Also how many tack strips do I need?
