1955 100 Frame

I am getting ready to paint my 1955 100. This has bothered me from the start. On the front cross member below the "XX" it appears that one of the previous owners cut the backside of the box steel on the cross member??
The cut is jagged. I can not believe this came from the factory like this. Nor can I figure why somebody cut this.

The attached photos were taken with a cell phone, sorry. The car is also on its side on a rotisserie.

I will also straighten the bent area before painting! This is the area that appears cut, not the top cross member.
If somebody has a good picture of what it should look like that would be most helpful!
