1500 Missing CORE PLUG at back of cam isit normal?

Sure doesn't sound normal. In my limited experience, that hole is created to facilitate a machining and assembly operation and is intended to be closed with some sort of expansion plug after such is completed. Someone with more specific knowledge than me will surely respond soon.
 
Oil will/should pour out. Ask me how I know that.
 
This is a TR4A engine, but this is the treatment I did to my plug. After making sure the plug is well seated and expanded, clean it really well and fill with JB weld.

Thanks for your responses this engine was in pieces when I got it. Jess how do you know. Did you just use a 2” off the shelf plug or did you get a triumph part?
