He would place it on the windshield and put the wiper arm on the black button on the front side. The window is on both sides of the scale so the driver could view it. Then the service attendant could advise the driver if the spring needed adjustment.

It says "TEL-TALE wiper arm pressure indicator"
 
wow - never knew there was a "recommended" pressure for wiper blades depending on length.
