TR4/4A 175 CD needle position?

replacing jets and needles and since washer for damper spring was missing wanted to ensure whoever was here last put the fixed needles in correctly. The shoulder on the needle is currently flush with the damper, but noticed it would go in deeper. Is the flush position correct?

The bottom of the needle carrier is flush with the bottom of the air valve ? If so, then that would be a good starting point.
Drive around for 300 miles and then have a look at your spark plugs..If you need to adjust the mixture at least you have a baseline reference.
Although I'm not sure what you mean by the "washer for damper spring".

That's the washer that was missing. My first clue someone was here before me.
 
Yes, put the needle shoulder flush to the air valve
