The Moss unit will not do anything to reduce the fluctuations as it's constructed similar to the original.
I added one of these to the back of my gauge - it reduces the fluctuations somewhat:

Go to www.healey6.com Under the technical link Then 'Articles' link. Click on "Erratic Fuel Gauge Fix". This worked for me.
