TR2/3/3A TR3 kick panel captive nuts?

Today I've been working on repairs to the left side floor and the outer kick panel on the left side needed some metal replaced too. This piece has a recess that includes 2 captive nuts in cages spaced vertically about 4-5/16" apart. I had to replace the metal where the lower one was and I'd like to use the actual item that bolts on here to reposition the captive nut - the trouble is I got this car in pieces and I don't know what actually bolts on here! Any help would be appreciated. Thanks, Andy
 
Maybe where the headlight dimmer switch bracket bolts to the body? A photo would be a big help.

 
You're right again Randall. I don't know why I didn't think of that. I'll use the bracket as a drill guide and maybe angle it a little to match my foot. Is the panel typically bare like that, with no carpet or trim panel? Thanks,Andy

No, that photo just shows the way TS13571L came to me. The orange outdoor carpet isn't correct either !
