That is how my Land Rover had a fuel pump. Only cover was screwed on and had to pull carpet.

I've seen several Chevy pickups with this modification. The good ones have a screwed down plate that almost looks factory.

Maybe it's that way on purpose, not only a bit cheaper to make but more expensive to fix for most taking it to a repair or dealer shop. "Sorry sir, gotta come out and we estimate 8 hours labor"....

Ford certainly did that with the HVAC on their vans. The vacuum line that controls the doors that direct air flow contains a 2", $0.10 piece of rubber hose. When it fails, only the defroster works and to replace it requires removing the steering column, the dash, the AC unit, the AC blower, and the air bags.

I took the tour once of the Ford Mustang plant, they guy running it was so proud telling use they could put in an engine and full front suspension in 30 seconds, fully bolted in place. I had to ask, "Then why is it 8 hours to remove??". He didn't see any humor in that.....
