Altho' the question shows up in several apple app forums, as usual, no one has an answer, and apple itself never enters the fray. I'm betting your app icon means there will be storms in the area, but 0% rain in the specific location where your phone is now.
In the 1890s, the New York Times put a weather forecast on the front page of every issue. A frequent forecast was "Possibility of showers".
It was usually right!

Probably because that would mean "cloudy" and no rain in the general area.
Anyway, who knows. We use devices that are so complicated, with so many features, and very little text explaining what all the features mean and how to interpret them. It's ... dare I say it ... IngSoc's NewSpeak!
Would be interesting to watch your weather app while driving a few miles to see if the 0% changes.

This ignites an internal debate I have........iOS/iPhone or Android, specifically the Google phones. I've used both over the last many years, beginning with the 4s thru Pixel 5a and current 11 Pro. Can't say that I have a clear preference! My experience is that the Google phones do some things much better (Calendar, Weather, Maps, of course Mail) and iOS/iPhone seems more stable, especially the hardware. If not for iMessage and family compatibility, I'd switch back to a Pixel. Just moaning......(life is good!)

I’ve seen it too over water where lightning is happening hundreds of miles away but because of the curvature the earth you see the sky lighting up.
The icon on the weather app is local to where I am so Apple just what does it mean?
