TR2/3/3A Fitting windshield

I am in the final stages of restoring a 1954 TR-2 Long Door. I bought new bolt assy's for the windshield but how does the washer fit on? I assume the spring goes on the bolt and after you insert the bolt into the windshield, the washer is supposed to hold the bolt in place? My washers will not stay on, they fall off before I can get the bolts installed.
What am I doing wrong??

Are you referring to the Dzus fasteners that do a half turn to lock?

The washer should be cupped and you flatten the washer a bit to engage the washer in the shank of the fastener.

Could be poor quality parts also, the fit is very tight. I find TRF has a quality selection on those little things that are important.
