When were the adjustable steering wheels first installed in triumph TR-3s?
How many triumph TR's were fitted with them?
My TR-3A has one and they do not seem to stand up to use as the non-adjustable
steering wheels do.
Can the adjustable type be changed over to non-adjustable type just by replacing
the top portion of
the split steering column that fits the non-adjustable steering wheel?

I believe it was a very early option, if not "day one". Listed in the TR2 parts catalogue, and an accessories brochure from August 1954.

No idea how many were fitted, but it doesn't seem to have been terribly popular. Maybe 10% as a very rough guess (based on personal experience with roughly 10 TR3 and only one had an adjustable steering wheel).

The stator tube and control head are also different, although I believe you could use the adjustable version of them with the fixed steering wheel.

PS, Sorry, I don't know if the upper outer column is different or not. I'll be interested in what others have to say, since I may be converting a car to fixed myself.
 
With a TR3a, you can get by with just hanging the upper inside rod. ( from adj to fixed ). Going the other way the steering tube has the be slotted as well as changing out rod. Early TR2/3 had the one piece steering column so you have to pull whole column and gearbox. If steering wheel is bad I believe it will be easier to just buy aftermarker adj wheel.
