TR2/3/3A Purpose of the hole in a bracket

See attached a photo of the bracket from the TR3 rear mudguard for the stay. The small hole is for the bolt that holds the stay and bracket together. What is the large hole for?

Must be a lightening hole. Need to cut off as much weight as possible. :highly_amused:
 
Lionel, the only thing I can think of, and it is a maybe, that someone fit some of those fender skirts and used the hole for a mounting point. I am confident you could make some skirts and they do look kinda cool.
