TR2/3/3A TR3 Valve cover vent oil leak

New rings might be enough, but probably needs a whole liner set.

Any way a road draft tube could clog and not let the crank case breathe, forcing a little more pressure out the oil filler cap?

Other than the 2 bolt down holes there is only hole in a tr3 valve cover. A tr4 has 2 holes and one of them is for PCV set up. I thinking you have the wrong valve cover when you say mushroom. Do you mean the oil filler cap? Can you post a picture?

Car is a B model so the engine is TR4. Has a hole in the middle plugged with a 3/4 inch roughly. Filler cap is a breather, not the one that looks like a radiator cap. Oil puddles in the lip at the back end of the cover and leaks down from there.

Do you have rather high oil pressure? Or by chance a oil line bypass feeding the head from the rear?

FWIW, I have exactly the same problem on my tr3. No blockage in the road draft tube, no external oil feed. Just worn rings allowing too much blowby into the crankcase, and forcing the fumes out the vent in the cap.

I've already got the new liner set, but no clue as to when I'll get it installed.
