How Come?

The meanings of words also change over time. One of my favorite examples being "egregious". It used to mean outstanding or remarkable in a good way . An egregious act of valor. Today it is used only to denote bad acts such as an egregious act of depredation.

How come "Up for" and "Down with" mean the same thing?
