this is a 1967 tr4a.the fuel pump is correct and new,the carbs have been rebuilt,i can get the car to run but not idle.I have the jets turned all the way down ,but it's running extremly rich,and i have to choke it completly plus throttle it?????????
 
First, Welcome aboard.

There is a margin of ambiguity in your description: The jets should be turned down only two full turns from having the orifice end flush with the "boss" or bridge platform inside the carb body. Sounds as if the thing is flooding. LESS choke should be the normal. Are the chokes returning back up into the carbs completely when the choke is fully in the off position?
 
yes chokes retract fully.if i turn the jets down 2 full turns from all the way in it runs so rich i get an explosion and flames from the carbs.
 
is the spring on the sjet supposed to move freely? mine is new and does not.is it supposed to be flush,slightly compressed or totally compressed?
 
1) fuel pump delivery pressure should be around 2~3 PSI max. Check that with a cheap pressure gauge.

2) float needle/seat could be mis-set or have some junk in them to keep them from fully closing.

3) Float height adjustment could be off or you could have a leaking float.
 
Let's get specific... which spring are you concerned over?
