according to Wikipedia it only takes a 5 kmph (3 mph) wind to turn it. Thought you might be interested.

Whitehorse is well worth visiting for more than the coolest weathervane on the planet. It’s a really picturesque small city with quite a history. Dawson City (a UNESCO World Heritage site) is nearby which would add to an adventure for those who want to go north!
