Windsheild Wiper Not Working Need Help

I purchased a 1999 XJ8 recently and found the windsheild wiper does not work. Listed below are the steps I've taken to isolate the problem.

I located two fuse boxes under the bonnet on the left side, all the fuses are good.

I disconnected the the windsheild wiper motor connector under the bonnet and applied voltage to the motor. Both low and high speed worked.

Checked voltage on the harness from the windsheild wiper switch. Found that one pin always reads 10 volts and noted the other two pins read zero volts. These readings remained the same for all the windsheild wiper switch positions.

Checked the voltage at the windsheild wiper switch, I found 12 volts on a few connections.

Did I miss any thing or should I replace the switch?
 
There are 2 relays, by themselves, kinda behind the LH headlamp. One is wiper on/off, and the other is high/low speed. Also, the telescoping steering coloumn sometimes breaks wires, and the wiper wires are affected. Good luck.
 
Jesse, Thank you for the information, I'll check the relays and persue the switch wiring if necessary.

I went forward and located a used switch at local salvage yard. I'm going to check the relays Jesse identified but I'm perpared to replaced the switch if necessary.
